Add "Commons Clause" License Condition v1.0

Insert "Commons Clause" License Condition v1.0 notices in four source files: `RegistryTests.kt`, `InfiniticRegistry.kt`, `ServiceConfig.kt`, and `WorkflowConfig.kt`. This addition clarifies the licensing terms under which the software can be used.
