Service Telemetry Operator v5.0.3

Release of Service Telemetry Operator for Service Telemetry Framework v1.5.3.

Adjustment of dependency management based on functional testing and a better understanding of how resolution of dependencies works with OLM. The result is that all Operators which are installed at a cluster-scope or can't be installed in multiple namespaces must be removed from the dependency list. Documentation will be updated to reflect the new installation procedures.
