This PR creates a scaffold for generating versioned openAPI docs. It will require some metadata updates so that
UNTAGGEDlabels will not appear in the sidebar.Additionally, this is currently soft blocked by PaloAltoNetworks/docusaurus-openapi-docs#608 since we could downgrade, but I strongly prefer to see the beta support docusaurus 2.4+
