This tweaks the links printed in the Rust documentation to point to the latest version of the API, v2024.1.

There are 2 more outdated links to the VTune user guide in rust/integration-tests/README.md file

It would be great to update them too: (old -> new)

For future reference, we can use user-guide/current/installation.html so there won't be a need to update readme every quarter

rust: use evergreen URL for doc links

As @Andy51 recommended in intel#147, this switches the VTune documentation
links in the Rust doc comments to use
`...vtune-profiler/user-guide/current/...` instead of a more specific
version. Ideally this will keep those links live for longer without
requiring us to remember to update them.
