[Decode] Move mos xe drm to open folder
Move xe drm and synchronization code to open folder; Note: these changes are mainly to pre-support new XE KMD for coming platform, it should not contain relative code in default build binary. Currently we only have experiment support on existing xe platforms, but need to enable build option '-DENABLE_NEW_KMD=ON'.

drm/xe: Simplify xe_res_get_buddy() | ||

We can remove the unnecessary indirection thru xe->tiles[] to get | ||
the TTM VRAM manager. This code can be common for VRAM and STOLEN. | ||
