Description

This PR implement another FileDAO, which only store fixed number of latest blocks.

It is designed to be used as block storage for delegate nodes, as delegate nodes only need to store the most recent n blocks, rather than all historical blocks, which would be wasteful. Additionally, compared to the previous FileDAO, this time the storage engine has also been changed, from KV to using Billy, which is more efficient for storing small amounts of data.
