Summary

Control panel and our integration tests would like notifications around DHT and workflow info provider notifications for better visibility around DHT activity.

Solution

Add notifications for put and got receipt and workflow info records from DHT, record quorum success and failure, put record participating in quorum, and sent/received workflow info through a provider request.

In progress in #461.
