[chore][deps] Bump golangci-lint to 1.62.0 and fix linting errors

Which problem is this PR solving?

• Continuation of chore(deps): bump github.com/golangci/golangci-lint from 1.61.0 to 1.62.0 in /internal/tools #6193. The PR was failing because some linters were failing. This PR fixes those linting errors.
