Fix kedro-org/kedro#2667

Development notes

  • We should have the contributing guide in plugins
  • We should have clear steps to guide develops install testing environment locally.
  • We should make it clear how to contribute a new plugin, it should be a separate repository on it owns.

  • Opened this PR as a 'Draft Pull Request' if it is work-in-progress
  • Updated the documentation to reflect the code changes
  • Added a description of this change in the relevant RELEASE.md file
  • Added tests to cover my changes
