Update Two Wastelands Redesigned (#483)

* Move file
- To Character Appearance section.

* Update location
- Add mod name.

* Add tags
- Changes factions of npcs, smoker faction etc.
- Adds hair to races.

* Assign group
- To update patch. Placing early as it can revert some larger mods.

* Update cleaning data
- Version 1.2.2a
