Change the phrasing of the "before" section from 'need-to-know' to action items.
Update the steps, primarily to manage user expectations and provide transparency around the data rights verification. Include a step for getting started that links to documentation so we don't have to send welcome emails anymore. Include a step for getting help so we don't have to find and track down users with accounts pending confirmation etc.
Add a note about when petitions are denied and the fact that this is not permanent, the process can be restarted.
see if it fixes the error then later ask how to change to simply "Before getting started"
Reverting the section header to the original long version "Things to know before you get started" did not fix the error. So change it again to the desired header, "Before getting started". The cause of the tox fail is something else, not this change.
