fix: Use specified spelling for "doc-acknowledgments" role; add en_US…

… locale (#315) Version 0.2.0 of page-structural-semantics-scanner-tests corrects the spelling of the “doc-acknowledgments” role. This patch adopts the correct spelling in code, but presents it in the en_GB and en_US locales as expected. This required adding support for locales in the build script and, based on that, “colour” was localised too.
