This release of wayland-protocols bumped the minimum required version of wayland (as part of this MR), the version in CI is now too old, hence the build failures.

I changed the CI configuration to use wayland from WrapDB, solving the issue.

Removing wayland:libraries=false (because the tests need to link against libwayland) seems to have broken CI for macOS and Windows, but they already have build_on set to false, so I don't know if this is a problem.

Non-Linux CI seems to have accidentally passed in #1671, but older updates seem to have the same pattern of failures seen here.
