Fix: API Center extension deep link

Overview

• Closes API Center client VSCode generation disabled in 1.22.100000002 #6004
• The icons were not enabled because there was no call to enable them after the deeplink has set the Open API Description

Notes

• Introduced during the fix for Re-generate button disabled when it should be enabled #5892 . The sequence for URL deep-linking was overlooked when explicitly setting the icons when an OpenAPI description has been selected.
