The contract now clears the last roll for a player after they accept an outcome. Added tests for this case.

This PR adds the
jjCLI to the code base.jjcan be used to deploy and interact withJackpotJunctioncontracts from the command line.This PR also fixes various minor issues that we needed to fix for Jackpot Junction to be production ready.
