I've no particular opinions on this, just porting the deprecated template to this new format.

It seems GitHub no longer supports ISSUE_TEMPLATE.md, so we don't have any template currently. |

ISSUE_TEMPLATE.mdfile to.github/ISSUE_TEMPLATE/request-for-position.yml- using the new yml syntax for issue templates.
