can pay to rez/rez cost validation for cards

This makes it so:

1. We're not reinventing the wheel with every card that asks "can I pay to rez something?"
2. some of the cards which didn't validate now do (quarantine system, executive boot camp, etc)
3. If we need to update this logic later, we only need to change it in one place, instead of 10 different places
