Switch between navigation mode and teleoperation mode. While in navigation mode, the user should have the ability to pause the navigation, move the robot and even might want to change the goal. #14

whilst the robot is navigating using nav2, there is no need for the cmd_vel from joystick to interrupt the navigation. Vice versa!
