About the PR
The merc web vest now explicitly parents off of the syndicate web vest's own parents.
The parenting here isn't great - either we can keep the base web vest as-is and define a new NF variant, replacing use in loot tables (not done here) or fix the merc vest itself (as done here).

ContrabandClothing inheritance causes unwanted faction associations.
