Maintenance Update for 1.0 Release

Fixes/Enhancements:

  • Improved mass-invitation script (MIS)
  • Admin can manually filter shelter population report for shelter status (for all other roles, filter by open-status is mandatory)
  • Fix auth to assign mandatory roles properly
  • User imports (via BI) always execute approve-routine
  • Permissions fixed for shelter manager to update shelter locations
