This upgrades 'dist' (formerly called 'cargo-dist') to 0.28.0, and updates our CI testing config to essentially match the hosts 'dist' uses for a release. We do additionally test on macos-14 to validate Apple Silicon support, whereas 'dist' does cross-compilation from macos-13 instead. Signed-off-by: Andrew Lilley Brinker <[email protected]>
