When try to reject any in review marriage declaration. record gets stuck in outbox #8602

Bug description:
When try to reject any in review marriage declaration. record gets stuck in outbox

Steps to reproduce:

  1. Login as RA/ registrar.
  2. Navigate to Ready for Review workqueue
  3. Review any marriage record
  4. reject the record
  5. Observe the outbox

Actual result:
When try to reject any in review marriage declaration. record gets stuck in outbox. When clicked retry, record is send properly

Expected result:
record should be rejected properly

Need to test for 'In progress' (incomplete) marriage declarations also.
