Ticket: INF-1671

Added details to existing logs to try and track why the volume for goal reminder email decreased with AWS SES. Also added events for the following cases as logs did not seem fully reliable:

  • start of a sending session
  • end of a sending session
  • filtration due to user time zone (in the case that slow processing increases this)
  • failure
