Prior versions of the reports generated for beat-centric NCPC's have not only included incidents with OPD-assigned beats, but also any other incidents within a (min/max/lat/long) bounding box including all of these.
But it's proving common that the OPD reports put the WRONG beat for many incidents, creating a big, spurious bounding box.
For now, just plot those with OPD-reported beat of interest.
