Mark mandatory conformance tests for HW plugins (#27197)

### Details:
- *Mark OVHoldersTestOnImportedNetwork and OVClassQueryModelTest
mandatory for HW plugin and optional for meta-plugin*
 - *Remove the meta-plugin skipping in test cases*

### Tickets:
 - *CVS-130212*
