Resolved: Blocking the Main Branch of Autoware Universe due to the Migration of autoware_msgs

Starting today, we will block the main branch of Autoware Universe due to the migration from autoware_auto_msgs to autoware_msgs. This is a significant change, and merging other pull requests during this process would cause conflicts.

The block is expected to last approximately three days, but we will notify you once the work is complete.
