Very basic concept which still requires a lot of work but login and logout works. End goal is to have dual session support with full bancho-like IRC implementation.
Reviews required, also we need to think whether we will run more than 1 of those because making IRC service even little stateless is pain. Possibly hiding it for now behind amplitude feature flags is not bad idea too.
