Как только сбытие kernel.exception получает объект Response, система прерывает вызов обработчиков для этого события. Это связанно с тем, что выставляется флаг propagationStopped = true в методе \Symfony\Component\HttpKernel\Event\RequestEvent::setResponse
Как решение может быть: первы обработчик который что нибудь просто делает, а уже второй создает объект ответа. Причем второй стоит понизить в приоритете, чтобы дать выполниться системным обработчикам.
