Upgrade simulation and call data generation fork tests

Adds a fork test that simulates upgrades, and prints out calldata needed to perform the upgrade.

For each chain, checks if saved implementation address matches that of the implementation address on the proxy, and if it doesn't, simulates the upgrade, and prints out upgrade instructions
