Add auto-author and auto-label to github workflow

• All I did was change the directory locations in the .github/labeler.yml file, otherwise the files are the same as the phys2bids files

@smoia this is still a draft because I am wondering about the default branch being mkdocs - does the workflow code needs to change to reflect that? I can look into it if you're not sure
