contrib/intel: synchronize with main

New CI uses slurm instead of Jenkins node allocation. Update branch to new scripts
but remove invalid tests:
- dmabuf tests (test does not exist)
- DSA (not supported in 1.15)
- shm ZE testing (shm does not support full test suite in 1.15)
- OneCCL tcp (function not supported in 1.15)
- multinode test (new script for running scale up/out does not exist in 1.15)
- psm3 testing removed (wasn't tested until 1.16.x and has 1 failing test (fi_cq_data -e dgram))
- mpich test suite failing tests (were failing before but not caught properly because no summary stage).
  This is a small regression in testing but reduces testing and failures on 1.15.x
  which is not regularly maintained
