As proposed in the MPI 4.2 ABI proposal -- mpi-forum/mpi-standard#978.
Some parameter types, ASYNC_THING and INTEGER, do not have argument error checking.

Add routines to support conversion of MPI handles to/from C
int. These APIs are proposed in MPI 4.2 as C-only APIs to support binding implementations.TODO
