Upgrade to cmr UMMG 1.6.5
support empty PASS
SWOT footprint divided over IDL

Overview of work done

extract swot nc.iso.xml posList and divide over IDL.
Support empty pass in Cycle/pass string.

Overview of verification done

• Integration by ingest RiverAvg. cmrPost step failed due to CMR has not upgraded to 1.6.5 in UAT yet.
• Logged ummg json file.
• Take the json file to postman, modify the ummg.json body a little bit and POST to CMR successfully - this is to provide a peace of mind that current code will work once cmr upgrade uat to ummg schema 1.6.5.
• use jsonshcema2pojo java utility to generate new POJOs mapped to UMMG 1.6.5
