First tag since 1.9.3 release, many changes.....

Starting now, more development tags will be used between major release. Changes have been happening since 1.9.3 but no tags applied. Tagged development releases are stable and usable on the main server (as are all commits), they are just not official releases. There have been too many changes since 1.9.3 to list here but there is an EL forum thread listing them:
