I'm going to close this for now because I haven't had time to work on it and there are some conceptual issues we'll have to address to chart a path forward. As of now it's not obvious how we can do this without leaving some duplication in place, which would largely defeat the purpose of this work. See rapidsai/rmm#1175 for more information.
