This adds a plugin that implements forward merges upon pushes to a branch.
Upon a push event in a branch, that commit is immediately added in a pull request to the next branch sorted next (i.e commits to
branch-23.12go tobranch-24.02,branch-24.02->branch-24.04, etc).
