Description of changes
We've been using CloudWatch Logs for our rails application at @viaeurope and decided to upstream the changes. Since AWS CloudWatch Logs are one of the popular and cheaper logs aggregation services, we thought this might be useful for others too.
Settings for the appender and their default values are mainly inspired by https://docs.docker.com/engine/logging/drivers/awslogs/.
Please let me know if I missed anything as part of this pull request.
