Commit 1: Removes ESLint from the project and all ESLint ignore comments.
Commit 2: Adds Biome to the project - disabling all the linting rules we violate.
Commit 3: Auto-formats the project with Biome (I've tried to make this minimal by tweaking the config)
Commit 4: Updates the documentation and CI task to use Biome.
