This PR adds a section to the js-playground hosted webpage that allows users to enter a multi sig address, upload a CSV of recipients and token amounts, sign, and broadcast the a multi-sig transaction. This is similar to the fuzio UI, but doesn't store signatures on a database and allows for CSV upload.
