Description

1. Fix UnicodeDecodeError in gnssntripclient - Fixes Connecting to NTRIP fails on exception UnicodeDecodeError #93.
2. Fix occasional ubxload 'lockups' - FIxes I can't upload configuration files with ubxload utility #48.
3. Update ubx... utilities to use common logging provisions.
4. Drop active support for Python 3.8 - End of Life as at October 2024.
5. Update min pyubx2 version to 1.2.47.
6. Update min pyspartn version to 1.0.4.
