[GHA] Clean up deploy_release workflow

• Remove branches: [master] which is meaningless in release:.
• Revert the part of Update setup-dotnet to v4.2.0 and clear old endpoints #3527 that failed to notice that the region for uploading to public registries is always us-east-1
