Enabling some parts of Windows Hello For Business breaks the PIN which disables adding a fingerprint. More over, fingerprint would unlock the desktop even though Windows Hello was not completely working.
Basically, for home PCs with Windows 10 Pro or Enterprise not connected to a domain and Active Directory, a user needs to enable Convenience PIN sign-in in Local Group Policy Editor, and disable Windows Hello for Business, since its not used anyway. One must still add his fingerprint and Convenience PIN in Windows Settings - Sign-In Options. The PIN can be set as complex as Windows login password or the same, its entered after the fingerprint is not recognized 3 times. See here for details.
