Google has never published an arm-eabi-4.9 toolchain and has now
removed code needed to enable inline kernel build on 32bit ARM
build targets. Fortunately our kernel's Android.mk allows us to
override the toolchain so we can force the arm-eabi-4.8 toolchain.

Google also removed the toolchain from the manifest so add this to
your local manifest:
