This PR is a major version upgrade wich includes the following:

  • Bump supported Java version from 8 to 17 for all modules except klass-forvaltning.
  • Bump spring-boot-starter-parent from 1.4.4 -> 2.7.8 (with Spring 5.3.31 and Solr 8.5.2).

I can't see any obvious functional changes, so given that the unit tests are green and it passes user testing I think this will be a major improvement, nice work!
