Ensure that the data entered for a new policy location fits the following formats:
Date: YEAR/DA/MO *note that if the day or month is single digit, append a 0 to it
Locality: make sure that it has its own key value "City/County":"Name", not "City/County":"Name, XX". place state abbreviation in its own key value, so proper usage is "City/County":"Name", "State":"XX"
