I noticed that ccache was not saving cache so I tried to fix it, but it didn't seem to work so I'm reverting to just runner versino update for now. |

Inspired by the recent macOS runner update, I thought it would be nice to update other runners to newer versions.
These changes might be preceding the changes to SC's CI, but I'm pretty sure that by the time we are ready for the 3.14 release, we'll be using at least these versions of the deployment tools.
