feat: implement admin contract for FROST related activities

We want to be able to generate multiple frost keys, refresh them and move liqudity between them with admin multisigs on an EVM network.
The FROST related admin methods were move to an admin contract so to facilitate this.
Additional admin functions might be needed in the future and this contract should facilitate this functionality.
