Delete obsolete configuration files for performance settings

Removed `DEV ENGINE INI LOW PERFORMANCE.md` and `Engine.ini` as they were outdated and no longer relevant to the project. This cleanup helps prevent confusion and ensures only current configurations are maintained. Signed-off-by: Gregory <[email protected]>
