This pull request enable a new endpoint to get the list of the initial delegations based on the current chain state. To use this feature you can do a get request to https://price-server.terra.dev/alliance/delegations (when deployed) that way you have a preview of the delegations or run make start-alliance-initial-delegation to query and submit the delegations to the smart contract.
