Cherry-pick of autowarefoundation#1197 this pr updates the AEB parameters to hopefully prevent or at least reduce unwanted AEB activation, as described in the original PR and in this thread: https://star4.slack.com/archives/C03QW0GU6P7/p1729566844681759
